Final preparations in window.el for new window resize code.

* window.el (resize-window-reset, resize-window-reset-1)
(resize-subwindows-skip-p, resize-subwindows-normal)
(resize-subwindows, resize-other-windows, resize-this-window)
(resize-root-window, resize-root-window-vertically)
(window-deletable-p, window-or-subwindow-p)
(frame-root-window-p): New functions.
